GOVERNOR FINTIRI HAS CHANGED THE NARRATIVES OF ADAMAWA STATE

ONE: SECURITY SECTOR
It's one of the areas of top priority of Fintiri led administration. During 2019 election campaigns, the Governor promised the people of Adamawa that he will change the security architecture of the state if elected into office. To this end, the Governor has matched his words with action by achieving the followings:

- Ensured arrest of hundreds of Shila boys and kidnappers.
- Procured 60 brand new Hilux vans and 59 motor cycles for "Operation Farauta" to check activities of criminals.
-Purchased 10 Toyota Land Cruiser for the military to help in the fight against Boko Haram.

- Employed over 1500 persons as Local vigilante in Michika and Madagali to help military in the fight against Boko Haram.
- Approved payment of N46,500 monthly to vigilante in Michika and Madagali to compliment help fight against Boko Haram.

- Approved engagement of 100 another batch of vigilantes in Garkida to help the military check menace of Boko Haram.
- Robust Engagement of traditional and religious leaders as well as security agencies towards finding lasting solution of ending communal clashes
- Incessant visits on the hot areas of any breach of peace as and when due to calm tension and commiserates with victims.

TWO: EDUCATION SECTOR
Education, being the second of the eleven point agenda of Governor, has also received adequate attention the sector deserves. Governor Fintiri did not only accord the sector financial support but fine tune it to fit with the reality across the globe. He has achieved so much in education.
- Declared free and compulsory education from Primary 1 to SS III.
- Reintroduced feeding programme in public boarding secondary schools.
- Declared free WAEC and NECO fees for all qualified final year secondary school students.
- Paid matching grant for access of over 8 billion naira UBE stimulus.
- Built over 1000 academic blocks consisting 3 classrooms and one office across the state through 

ADSUBEB.
- Renovation of 5,000 blocks of 3 classrooms and one office in all the 226 wards in the state through ADSUBEB.
-Spearheaded the lobby for conversion of Modibbo Adamawa University of Technology, Yola to a conventional university.
- Timely released of overhead cost for ADSU and restructured the institution.
- Approval and release of funds for ADSU convocation that was neglected for about a decade.
- Organised a successful selection process for sponsoring of qualified Adamawa students for foreign scholarship.
- Paid scholarship allowances to All Adamawa State students in various tertiary institutions within and outside the state.

THREE: ROAD CONSTRUCTION
Governor has been emphasizing that his administration will reconnect the state with motorable roads to boost the economy of Adamawa. According to the Governor, road construction is the only way that will ensure speedy development across the state. He promised to beautify the state capital and open up rural roads to ease transport difficulties of people and farm produce in the state. 

Upon assumption into office, Governor Fintiri engaged himself and achieved the followings:
- Completed abandoned/outstanding roads that include Mustapha Ismaila Road, Bomi Road, Lafiya Road, Kwara Road, Maiduguri Road all behind Adamawa State House of Assembly Complex. Others included Buwangal –LCCN Road in Ganye, Muchalla Road in Mubi North and another one Girie local government area.

- Constructed new roads in the state capital that include Benue, Kaduna, Lusaka, Abeokuta and Ndafora streets all within NEPA, Philip Maken and links off Army Barracks roads, Falu road that links Karewa extension, Lekki Talb street and Bachure Road.

- Construction and Rehabilitation of 322 kilometers of roads across the various farming communities in the state through RAMP which include Kona Yaji-Mijiwana-Ardur, Hong-Mijili-Kuv
agaya, Wurobokki-Uding-Pella, Longa Ewa-WuroAbbo – Wuro Yombo, Toungo-Kiri and Kola Junction- Bonshikiri (Dumna ward) Shelleng Bakta Road Junction – Bare, Yolde Pate Prison –Yadim, Gurin-Falingo, Parda-Muninga and Daba-MayoBelwa Roads. Others includes Pole Wire-Ndikong, Ngurore / Mayo Belwa Road junction- Gongoshi, Ribawo Junction-Muchalla and Mayo-Nguli-Manjekan-Salama roads.

FOUR: ELECTRICITY SECTOR
Governor Umaru Fintiri has fulfilled his promise that he will beautify the state with light. As such, the Governor who has been sad with the darkness in Adamawa pledged to change the narrative. Electricity was the first promise of Governor Umaru Fintiri to the masses of Tongo local government when he visited the area for Flagging off of 2019 campaign polls. These are some of the achievements of the Governor in the sector.
- Facilitated the reconnection of Michika/ Madagali to national grid after five years of total darkness as a result of the destruction of power facilities by Boko Haram.
- Connection of Toungo Local Government Area with the national grid. The local area since its creation has been without light for 25 years.
- Connection of Dumna town in Guyuk Local Government with the national grid.
- Awarded N95m contract for the installation of traffic light at some junctions in the state capital and that of the Capital School Junction already completed.
- Constructing a 7.5MW power substation along Barracks Road to improve energy.

- Adamawa state government in collaboration with the Federal Government through the Nigeria's Independent Power Projects (NIPP) and the Niger-Delta Power Holding Company (ND-PHC), is presently constructing a 1×75Mv 33/11Kv injection Sub-station with associated lines and installations of 6No 500Kv Transformers. This is aimed at relieving residents around that densely populated area with a stable electricity supply.

FIVE: HEALTH SECTOR
The sector has also received the desired attention. Health is wealth and Governor Umaru Fintiri has never take it lightly towards improving the sector. The Governor within one year in office has achieved tremendously in the health sector.
- The State Specialist Hospital, Yola is presently undergoing total rehabilitation, where State -of-the-art equipment’s will be installed for public use.
- Successfully cleared the multi million naira medical equipment bought from Germany by the Governor Nyako Administration and abandoned since then at the Lagos Port and successfully transported them to the state.
- Commissioned state of the art mobile clinics in Madagali, Michika, Mubi North, Mubi South, Gombi and Maiha Local Government Areas through the office of the wife of the Governor.
- Renovated the Psychiatric Unit of Specialist Hospital Yola and converted it to Covid-19 Isolation Centre with state-of-the-art equipment.

SIX: CIVIL SERVICE SECTOR
Governor Umaru Fintiri has been man of the civil servants since when he served as Governor of Adamawa in acting capacity. These help much towards electing the Governor during the 2019 polls. The Governor has made a number of promises and fulfilled them within one year in office.
-Approval for payment of 32 thousand naira as minimum wage to civil servants but suspended early this year due to covid-19 that affected the economy of the state.
- Timely Payment of Salary on the 24th /25th of every month which give workers opportunity to plan well on their spending.
- Set up a technical committee to proffer solution to some challenges facing the civil service like the existence of Deputy Permanent Secretaries operational only in Adamawa State.

- Instituted Visitation Panels to visit the various tertiary institutions in the state to ascertain the problems and proffer solutions to them, as a way of improving the standards of tertiary education in the state.
- Granted full financial autonomy to local government councils in the state for the purpose of salary payment of local councils staff and execution of developmental and people orientated projects in various local government areas.
- Raised the monthly allocation for payment of pensions and gratuity of retired workers from N50m to one N100m.
- Introduced the state Treasury Single Account TSA as a way of checking financial likages in public funds.

SEVEN: AGRICULTURE SECTOR
Governor Umaru Fintiri recognizes the fact that a pragmatic Agricultural Policy can give the nation an economic boast. In recognition of this truism and the fact the Adamawa is essentially an agricultural state, the Finitiri led administration has achieved the following.
- Distribution of 600 tractors to small and large scale farmers in the state through Partnership with the North East Commodity Association (NECA),
- Supplied many agriculture incentives in order to give farmers enough support and the opportunity to massively produce the needed food for both for local consumption and export.
is 100% completed. Governor Ahmadu Umaru Fintiri has achieved so much in the water sector across the state. The Governor within one year in office, the state Water Ministry was able to rehabilitate and fixed the Jimeta, Yola Water treatment schemes and a number of small town water schemes across the state. These projects have since changed the narratives of water supply in many parts of the state. Between the period under review, this
ministry was able to initiate and complete the following stages of water projects:-
1- Procurement and Installation of Overhaul Electric Motor pumps, transfer Pumps, cables/pipes at Yola and Jimeta Water Treatment Plants, welding of reservoirs and repair works. The two plants are currently supplying 23 million litres/day as against 9million litres/day to residents of Jimeta, Yola and environs, the project
2- Procurement and Installation of submersible pumps, cables/pipes at Luggere, GMMC,
Karewa, Bekaji, Dandu, Yelwa areas of J/Yola, also in Fufore and Guyuk towns, 100% completed.

3- Rehabilitation and Upgrading of water supply schemes in: Gulak, Hong, Uba, Michika, Pella, Garkida, Maiha, Gombi and Numan LGAs. These projects are currently ongoing at various stages of completions.
4- Rehabilitation and Upgrading of water supply schemes in Fufore and Mubi LGAs, the projects are at 52% completion.

5-Construction of 295 number of hand pump boreholes across the seven (7) LGAs of the state
affected by insurgency, 100% completion.
6- Construction of 40 number of solar powered boreholes across the seven (7) LGAs of the state
affected by insurgency, 100% completion.
